Sri Lanka Convenes Strategic Dialogues to Align Institutional and Human Readiness for National Digital Transformation

Sri Lanka has initiated high-level strategic dialogues focused on cultivating human capital and robust institutional frameworks, underscoring that technology alone is insufficient to drive a successful, citizen-centric national digital transformation. Adopting a holistic ecosystem approach to streamline policy implementation and enhance coordination, the newly established Development Partner Working Group on Digital Transformation successfully convened its inaugural session on 13th July to harmonize implementation strategies.
The landmark meeting was co-chaired by Eng. Eranga Weeraratne, Deputy Minister of Digital Economy, alongside Mr. Marc-André Franche, the United Nations Resident Coordinator in Sri Lanka. The session drew active participation from high-level dignitaries, including Mr. Waruna Sri Dhanapala, Secretary to the Ministry of Digital Economy, as well as prominent international development partners and United Nations agency representatives.
Central to the working group's deliberations was the optimization of coordination frameworks between the government and international partners to accelerate the deployment of seamless, accessible Digital Public Services. To ensure systemic resilience, the discourse focused heavily on modernizing the structural architecture of public sector bodies tasked with digital service delivery and designing structured, continuous upskilling and training programs to enhance the digital capabilities of public officials.
This collaborative platform, bridging the Government of Sri Lanka, the United Nations, and global development partners, reflects a unified commitment to building an inclusive and sustainable digital future that democratizes opportunity for all Sri Lankans. Stakeholders concluded the session by reaffirming their long-term commitment to this shared vision, ensuring that digital public infrastructure yields tangible improvements in citizen well-being and elevates the living standards of people across the island.
