Parliament’s catalytic role can deliver to prevent conflicts – By Prof. Samitha Hettige

Leaders from African nations including Uganda while attending the China Africa summit in Beijing recently agreed that ‘blossoms in spring turn into fruits in autumn & a bumper harvest is the reward of hard work’. Efforts of those who fought with Rohana Wijeweera (founder of JVP) were turned into fruits this autumn by Sri Lankans including the majority among the Sinhalese. As in the past those who made fruits may expect a bumper harvest in a short time. LTTE leader Velupillai Pirapaharan who fought in similar ways knew that some forget in a fortnight. Therefore, the newly elected young should immediately take the macroeconomic policy path to strengthen state confidence in achieving annual economic development goals if they wish to retain power for long. No matter if the path was frequented, if it’s reliable, it can be followed with courage to face criticism even from a grandfather to ensure economic recovery.

Case study analysis

Necessary adjustments in fiscal & monetary policies should be strengthened ensuring fiscal expenditures to make sure people's basic living needs are met & salaries are paid. It will ensure primary level smooth functioning of the state. Resignation of PM Dudley (1953), retirement of Finance Minister NM (1977) & rushing of President GR (2022) are related extra readings. At the same time long term fiscal focus to play the catalytic role of government investment should be ensured. Properly utilizing bonds, loans & grants will expand effective investment to harness the catalytic role of government investments.

Sharing the path from Uganda

Studying the Ugandan path may be practical rather than finding paths to Uganda for economic recovery. The "Ten Partnership Actions" Uganda is implementing as an active partner of the ‘Belt and Road Initiative’ is one good option to strengthen the economy (mutual learning, trade prosperity, industrial chain cooperation, connectivity, development cooperation, health, agriculture & livelihoods, people to people exchanges, green development & common security (Ref Media).

Among the jubilant voters having favorites being elected, some must be surprised how Ex Ministers; Rohitha @ Kalutara, Chanaka @ Hambantota, Chamara @ Badulla etc. were elected. Among them there can be those who elected & killed MP Amarakirthi Atukorale on 9th May 2022 as his government failed to deliver. All political forces should reject direct & indirect (through trade union actions etc.) violence. Supporters may be educated on the basics of democratic elections & social media may be managed to prevent conflicts if democracy is the long term wish. New members of parliament may promote unity by sharing the path for economic recovery to write a new chapter of development in Sri Lankan history (Graphic source: convene).
