Prevailing in Governance? Lessons from China – By Prof. Samitha Hettige

September, 30, 2024

The Communist Party of China (CPC) formed the Peoples Republic of China (PRC) on 1st October 1949 & PRC thus celebrates its 75th anniversary on 1st October 2024. Communist Party lead government built world’s 2nd largest economy while delivering domestic demands to a population which is approx 1/5 of global population. This is a good lesson not only for a new government attempting to fulfill election promises but for any establishment focusing especially on addressing the concerns of the next generations.

How does China do it?

The National Committee of the Chinese People's Political Consultative Conference (CPPCC) is the platform for consultative democracy. The CPC lead body plays an important role in democratic supervision with members drawn from political parties, people's organizations, persons without party affiliation & other sectors including celebrities. CPPCC members based on their findings forward proposals to state departments to solve grass root problems making suggestions & criticisms. Those who question human rights in China may analyze how the CPPCC ensures freedom of expression in China at the grass roots. This process is actually an advanced form of conducting opinion polls to ensure peoples trust in the government.

More than 2000 CPPCC national committee members along with members of local committees spread across China conduct routine inspections, investigations & surveys at grass roots to update law revision discussions & other important activities organized by the government & the CPC. The CPPCC which also marks its 75th anniversary in 2024 had its first plenary session on 21st September 1949 in Beijing with more than 600 deputies representing various sectors. The National Committee added the economic sector in 1993 & 30 years later added the environment & resource sector in 2023. Topics of consultation within the CPPCC have evolved addressing new challenges & public concerns, keeping pace with social & technological changes such as Artificial Intelligence (Ref CPPCC).

"He who exercises government by means of his virtue may be compared to the North Polar Star, which keeps its place & all the stars turn towards it."  -  Confucius (551 – 479 BC).
