Sri Lanka has moved ahead with a major renewable energy expansion in Mannar, with the Cabinet of Ministers approving the award of contracts for two 50-megawatt wind power plants in Mullikulum. The projects have been assigned to two parties: the Consortium of Vidullanka PLC and David Pieris Motor Company (Lanka) Limited (DPMC), and WindForce PLC.
The initiative is part of the government’s broader strategy to increase the share of renewable energy in the national power mix to 70% by 2030. Earlier in February 2025, the Cabinet permitted the calling of proposals from private developers to build, own, and operate the 100MW Mullikulum Wind Power Park over a 20-year monitoring period.
An international competitive bidding process was carried out, attracting seven proposals. After a detailed evaluation, the Cabinet-appointed negotiation committee recommended awarding one 50MW project to the Vidullanka–David Pieris consortium, while the second was recommended to WindForce PLC.
