Human civilization is at the dawn of a multi polar world rising with new leaders.  Among them China is paramount & its Belt & Road Initiative (BRI - 21^st Century Silk Road) is networking others such as Russia, South Africa, Brazil, Germany & India etc. Some were shocked & critical after seeing Chinese armed forces displaying its capacity at the mega parade on 3^rd September 2025. All who wish global peace should therefore, study China’s white paper (WP) titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."

Chinese view on Arms Control, Disarmament, & Nonproliferation

China's State Council Information Office few weeks ago released a WP titled ‘China's Arms Control, Disarmament, & Nonproliferation in the New Era’. The WP discusses how China plays a constructive role in international arms control, disarmament, nonproliferation, & actively offers its initiatives (Ref SCIO). It discusses below topics in details;

1. Grim Realities: International Security & Arms Control
2. Position & Policies: China’s Arms Control in the New Era
3. Playing a Constructive Role in International Arms Control
4. Leading International Security Governance in Emerging Fields
5. Strengthening International Cooperation on Nonproliferation and Peaceful Uses of Science & Technology.

The WP also focuses on Chinese laws related in the fields of: Nuclear, Chemical, Arms Export, Dual-Use Items etc. China historically has been a global peace builder, contributor to global development (which is more visible with the BRI) & a defender of the international order. Hence, the WP can be seen as an authenticator of those qualities. This WP released especially at a time when emerging fields such as outer space, cyberspace & artificial intelligence (AI) is widely discussed is a good tool for all those who focus on conflict resolution & prevention.

As per the WP, China proposes universal participation of all countries & proposes the UN to play a pivotal role in fostering a global governance framework & standards for emerging fields giving more voice for developing countries.  Analysts view that pro human developments in China indicates how it stands on the right side of human history where world peace & security is ensured. Those concerned on the killing of National Guard soldiers near the White House on November 26^th & gun violence in other parts of the world should study this WP more as winds, rains & landslides are inevitable but manmade conflicts will have to be controlled for human development. That will help accumulate financial strength to face future natural disasters. Global examples would indicate how economic strength helps manage natural disasters. Sri Lankans should do their best to strengthen the economy to face climate change realities.
