The introduction of CDF Duty Free at Port City Colombo, a downtown retail concept by the China Duty Free Group, has marked a significant shift in Sri Lanka's retail landscape. This facility brings a world-class shopping environment to the heart of the city, offering international brands and competitive pricing comparable to global hubs like Dubai, Singapore, and Hong Kong.
Designed to alleviate the time pressure often found in airport retail, this "downtown" mall provides travelers with a relaxed environment to browse a wide array of products. The store features everything from perfumes, cosmetics, and skincare to liquor, electronics, and high-end fashion. Since its launch in September 2024 with an initial investment of USD 5 million, the store has already served nearly 120,000 travelers.

Arriving passengers are currently entitled to a duty-free allowance of USD 2,000, with all transactions digitally verified through Customs systems to ensure transparency and compliance.
A standout feature for travelers is the "Pre-Order and Collection" service. This allows customers to select and purchase items at the Port City location and collect them at the Bandaranaike International Airport (BIA) departure terminal, ensuring a hassle-free journey without the need to carry extra luggage through the airport.
New regulatory amendments are expected to further modernize the shopping experience. Proposed changes include allowing Sri Lankans to shop after every overseas trip and permitting two visits within the four-day post-arrival window.
The strategic vision for CDF Duty Free is to establish Sri Lanka’s first world-class downtown duty-free destination, integrating international standards and strong brand partnerships into the local tourism and retail ecosystem.
