P.B. Jayasundere bows to British system

The district level managerial systems created by the British to manage Sri Lanka’s government services are very strong and its strength is being proved even now, said Finance Ministry Secretary Dr. P.B. Jayasundere.

Dr. Jayasundere expressed this opinion while delivering the keynote address as the chief guest at three-day international conference held today (24 September) by the Disaster Management Centre (DMC) at the Bandaranaike Memorial International Conference Hall in Colombo to mark 10 years after the 2004 Boxing Day tsunami which hit Sri Lanka as well while causing severe damage.

Not only natural calamities like floods, droughts and tsunamis even the very complex franchise system with the Proportional Representation system of voting are still being effectively and successfully managed by the systems created by the British, he said.

The services rendered especially by the state employees at district level are very high and that he is aware of this since he works daily with them, added the Treasury Secretary.

“This managerial systems are not ours [but Britain’s],” pointed out Dr. P.B. Jayasundere.

What the Britishers set up in Sri Lanka was a Multi Task Management Institution with Multi Task Chief Executive Officers, pointed out Dr. Jayasundere adding that it is a reliable system.

Dr. Jayasundere further said that disaster management follows a Generalized System and that Situation Specific Models need to be followed according to a particular situation.

The assumption that everything could be done by the private sector is not true and this statement is debatable, pointed out the Secretary to the Ministry of Finance.
